To achieve this goal the following rules must be followed while at the Terminal:
The safe work permit is issued for working in the the areas of industrial hazard and harmful occupational factors and while performing hazardous operations.
Construction, installation, commissioning, repair and other types of work performed by contracting/subcontracting organizations on the territory of CJSC “PNT” are considered hazardous operations and are require safe work permits.
The gas hazardous works must be performed under the following conditions:
- a valid safe work permit for gas hazardous work is available;
- the number of workers is sufficient for safe execution of the task and backup in case of an emergency;
- the ambient air in the workplace area and hazardous area is monitored;
- no harmful substances, explosive vapors and gases from adjacent technological systems can enter the work area;
- possible sources of ignition are excluded, such as the mobile phones and other devices that are not explosion-proof;
- reliable and suitable for the gas hazardous environment respiratory protective equipment (RPE) are available.
Any repair and maintenance of equipment that is subjected to energy influence of any kind (electrical, thermal, hydraulic, pneumatic, mechanical, etc.) must be carried out under the following conditions:
- all energy sources must identified;
- any identified energy must be isolated, released, or discharged;
- appropriate locking must be provided with warning signs at shutdown points;
- power cutoff reliability test must be performed;
- reliability of power cutoff must be periodically tested.
Confined space entry must be carried out under the following conditions:
- there is no acceptable alternative way of doing work without human intervention;
- all types of energy sources and technological services are disconnected;
- the ambient air is consyantly monitored;
- the number of supervisors meets the requirements of the relevant safe work instructions for the site;
- the confined space is prepared for safe work, including grounding containers and equipment for which this requirement is mandatory;
- any ingress of harmful and explosive-flammable vapors and gases from the outside is excluded.
Works at heights include works where:
а) there are risks of possible worker fall from the height of 1,8 m or more, including:
- when a worker makes a climb to a height of more than 5 m, or descend from a height of more than 5 m on a ladder, which angle of inclination to the horizontal surface is over 75°;
- when working on sites which are less than 2 m away from unprotected drops over 1.8 m, and if the height of the protective barrier of such sites is less than 1,1 m;
б) there are risks of possible worker fall from the height of less than 1.8 m, if the work is performed above machines or mechanisms, the surface of the liquid or loose fine materials, protruding objects.
Working at heights shall depend on the weather as follows:
- when the wind speed is 15 m/s or more all works shall be prohibited;
- when the wind speed is 12.5 m/s or more manual level measuring and sampling of oil products in vertical stock tanks shall be prohibited;
- when the wind speed of 10 m/s or more installation and dismantling of structures shall be prohibited;
- working at hights shall also be prohibited in case of icing-up, during thunderstorms, and in insufficient visibility.
It is prohibited to:
- carry load over people;
- carry people with lifting mechanisms that are not intended for such purposes;
- lift a load thst is frozen or covered with soil or held down by other structures;
- stand under the boom of the lifting mechanism when it is going up or down;
- lift load that is not safely hooked;
- lift or move loads using devices not designed for such purposes.
Excavation work must be carried out under the following conditions:
- a valid safe work permit is available;
- all excavation hazards have been identified, localized and isolated (e.g. pipelines, electrical cables, etc.);
- soil condition is monitored;
- shoring and sloping of vertical walls has been performed and their stability has been checked;
- the distance from the edge to the extracted soil is over 0.5 m;
- at least 2 (two) workers are involved in the operation;
- excavations and trenches in the areas of pedestrian or motor traffic are fenced with safety fences, equipped with warning signs and signal lights during the hours of darkness.
It is forbidden to perform excavation works without shoring and sloping to the depth of over 1 m in water-bearing soils and near any underground structures.
Hot works must be carried out under the following conditions:
- a valid hot works permit is available;
- works are being constantly superintended by a manager respobsible for hot works;
- sufficient air monitoring at the site of hot works is ensured;
- any release of explosive and flammable substances into the air is excluded;
- equipment has stopped, protected from sparks, freed from explosive, flammable and toxic products, and isolated from operating devices and services;
- working area is cleared of combustible substances and materials, and the necessary primary fire extinguishing equipment has been provided.
When working near the water, it is mandatory:
- to wear a life jacket;
- to ensure that the life jacket fits one's size;
- not to perform the work alone.
When driving a vehicle it is prohibited to:
- use mobile communication devices;
- drive with headlights, running lights or fog lamps switched off;
- exceed the established speed limits.
Smoking is prohibited outside the designated areas.
It is prohibited to be under the influence of alcohol and durgs on the territory of the Terminal.
